My Cat won't come inside or near me after dusk and won't come near me after that time?

I am able to typically get my cat luci in only when the sun is high in the sky when he is asking for treats and comes right up to me, but when it gets to be dusk, if I move a certain way or get as close as 3 feet from him he will run 50 feet away and sit about 40 feet away and then come back by the door, this is the second time I have failed to bring him inside before dusk and he ended up staying ouside all night while it rained. I don't understand.. its like he has a split personaltity. I am concerned and wonder it anyone else has the same issue the cat is about 13 years old ..and has FIV
