Why are flags taken down at dusk?

In the Star Spangled Banner there's a line "the rockets red glare gave proof through the night that our flag was still there". That glare is why the flags are down @ dusk, it honors those that were in the midst of the attack watching and fighting. It's also why some flags when properly lit can still fly even at night.
