The swinging arm from Payne that collected Hayne in the head that led to Hayne's reaction was far worse than anything Hayne did. But, I suppose the rules rightly say that you can't headbutt, and if that's the rule you are going to get yourself in strife if you start down the path of classifying headbutts in terms of their seriousness. It's kind of ironic and stupid that Hayne is likely to get a suspension and the real culprit Payne will probably get off altogether.
